A new company is entering the vignette and toll sales market in Bulgaria

The German company DKV Mobility intends to acquire a majority stake in Tolltickets, a company operating in Bulgaria and owned by Kapsch TrafficCom. This became clear from a merger notification submitted to the Commission for Protection of Competition (CPC). Tolltickets sells Bulgarian electronic vignettes and toll passes and is an official partner of BG Toll.

DKV Euro Service, part of the DKV Mobility group, announced this intention back in July of this year. The plan is for Kapsch to retain only a minority stake (less than 50%) after the deal is completed, while remaining a technology partner, according to DKV’s official website. DKV’s main strategic goal is to expand its portfolio and offer an advanced European Electronic Road Toll Service (EERT), which allows carriers to settle their tolls in a number of countries using just a single on-board unit.

Kapsch TrafficCom acquired 65% of Tolltickets in 2016 – shortly after the Bulgarian government and the World Bank signed an agreement to develop an analysis and business model for the transition from vignettes to toll collection. In 2020 after the new electronic vignette system had already gone into effect it acquired the remaining 35%.

Kapsch TrafficCom is the company that built and still operates the Bulgarian toll system. On January 1, 2026 during the “Zhelyazkov” cabinet the RIA extended the post-warranty maintenance contract with the Austrian consortium by five years without seeking alternative contractors through an open bidding process. The value of the agreement is nearly €65.2 million (over 127.5 million leva, excluding VAT) and includes maintenance and modernization of data centers, software and roadside equipment.

DKV Mobility’s core business involves services for transportation companies, fuel cards, tolls and electric vehicle charging; in Bulgaria the company operates over 600 gas stations.
