The cabinet allows citizens to purchase government securities on the primary market

The Council of Ministers approved a Strategy for the Organization of Primary Offerings of Government Securities (GS) to Individual Investors as well as a Concept for the Implementation of this Strategy. This idea was already announced earlier this year by the Bulgarian Stock Exchange (BSE).

The goal is to achieve effective and direct initial placement of government securities among Bulgarian citizens, whereby access, costs and subscription rules are commensurate with the profile of the non-professional investor and create conditions for regular, predictable and broad participation of the population in the diversification of investment instruments.

Finance Minister Temenuzhka Petkova explained after the government meeting that the Strategy was prepared by an interdepartmental working group, which included representatives of the Ministry of Finance, the Bulgarian National Bank and the Financial Supervision Commission. Their task was to study international experience in this area.

This is a very important step that’ll enable citizens to participate in the government securities market and thus develop the capital market in Bulgaria. This is a key priority for the EU. So, with today’s decision, we’re building on this concept and providing opportunities for market participation and increased financial literacy,” Petkova said.

The proposed strategy’s in line with the state’s issuance policy regarding the issuance and management of sovereign debt, while complying with the set debt management limits and taking into account the interests of the fiscal authorities and the citizens of the Republic of Bulgaria.
