The Commission for Protection of Competition (CPC) is launching an investigation into Lukoil Neftohim Burgas AD and Lukoil-Bulgaria EOOD for possible violations of national and European competition law. The regulator initiated proceedings on June 12 and claims that it received reports against the companies in 2024 and 2025, including from a participant in the fuel markets. These reports contained allegations of deliberate restrictions on the import and wholesale trade of fuels in the country.
The Commission added this information to data collected during its regular sectoral monitoring of the fuel market, which the regulator claims is a priority in its work.
The proceedings aim to establish whether there are new instances of abuse of a dominant position that could affect the overall market structure, the behavior of other participants, and the interests of consumers.
The CPC says that the decision to initiate proceedings is based on their preliminary investigation, which “the CPC announced on June 2, 2025.” The announcement does not make it clear who the regulator informed, but the date coincides with the statement by the chairman of “DPS - New Beginning,” Delian Peevski, that he had asked the Commission to investigate the activities and actions of the two companies from the Lukoil group in Bulgaria – for the market for the import, processing, and distribution of fuels.

The Commission adds that it has repeatedly found violations of the competitive environment in the sector and has imposed sanctions on companies from the Lukoil group totaling nearly BGN 263 million.
During the proceedings, the CPC may cooperate with the National Revenue Agency, the Consumer Protection Commission, the Customs Agency, and other competent authorities.
